    Joanne McCartney AM: My first question is to the Commissioner and it is regarding TfL’s Capital Plan. I just want to know how the negotiations with Government are going - and I have asked you before - about the Piccadilly line signalling and track, which is getting increasingly old and unreliable, as you told us at our last Transport Committee meeting. Please, could you just give us a brief update?

    Neil Garratt AM: Good morning. You might remember a couple of months ago you had an exchange with my colleague, Assembly Member Fortune, about the poorest Londoners owning cars in which you seemed to be incredulous that they would. Rather than have an exchange with you about that, I thought I would write to the Office for National Statistics (ONS), who very helpfully wrote to me. Its definition of the poorest Londoners, the lowest decile, is those earning, roughly, gross household income less than about £12,000 per year.
