In October 2022, when you first appeared in front of the Police and Crime Committee, we spoke about diversion as opposed to criminalisation for the possession of cannabis. One of the things you said you did in your time in Surrey back in 2011 was “to be one of the driving forces nationally in building a different approach with out-of-court disposals.” You described how that eventually became community resolutions.
