    Let me tell you about some others. Are you aware, for example, that there were 34 trips to Paris by flying? You could walk from New Scotland Yard to Waterloo and get on the train. There were also 21 trips to Brussels. Last year there were 120 flights to Manchester. Now, the journey to Manchester is actually just something over two hours and I can assure you you can work on the train, even in second class.     Picking up on Valerie's (Shawcross) point, I certainly agree a borough- by-borough list would be extremely useful. In terms of the Ward panels it does seem to be extremely patchy, even within boroughs, from one Ward to the next. Whilst I agree a one size fits all approach of engagement is not going to be right across London, there do need to be some sort of minimum standards in terms of engagement and democratic structures and input from local councillors and so on, that does not seem to be happening.     One of my concerns is that as the bus fares and Tube fares rise, we are actually going to almost force people back into their cars. That is one of the reasons I so much agreed with you about getting under-16s free on the buses; I thought that was totally inappropriate because it makes buses more crowded for other people who might want to use them. Do you think we are going to see a situation where bus fares and Tube fares mean that it actually is worth paying the Congestion Charge and using private cars again?
