    Thank you, Madam Chair. Probably the point has been raised by Deputy Chairman Arbour, but I was quite bemused, I have to say, that the Liberal Democrats had asked this question when they seem to have tried to delay the mandatory sentencing of second offenders with knives in the last Parliament.

Could you be a bit more specific about that? Are you thinking about them? The other thing is that there has been some discussion recently about co-ordinating the control of the major services.     Commissioner, I was quite surprised to read in The Times yesterday some comments you had made about not being able to track people on iPhones. It was particularly relating to Uber, where they can track somebody who calls up for a cab. It is rather strange given what we see on American television and police that you in the MPS do not seem to be able to track anybody who has called in on a phone where it might be very, very helpful if they are in some danger.

    Commissioner, on the question of the costs of policing London, I think MOPAC has said, and I think probably the Inspector of Constabulary has pointed out also that the cost per head of policing London is probably about twice as much as the average for the rest of the country, and that is even taking out the cost of the national responsibilities which you have. I believe that there has been a drive on between yourself and MOPAC to try to bring down that comparison to get nearer to the national average. How are you getting on with that?

    Can I press you a bit harder on the document Keep on Running and your advice in it to businesses to reduce non essential journeys and avoid travel where possible. Is there, lurking behind this warning, a real worry in your minds that, despite all the Tube upgrades and all the other measures that have been put in place and the forward planning, the transport infrastructure really is creaking and possibly will not be able to cope?

    We have been talking about various obvious areas of legacy but there is one piece of legacy that is to the very front of the Mayor's mind and that is the upgrading of the use of the river and river transport. I must declare an interest of helping him particularly in this. Can I ask you why it is that, in the transport planning, the provision of free travel to Olympic ticket holders on the Underground, the overground and the buses, there does not appear to be any such free travel to encourage people to use the river?     In talking about risks we have to ask you this one. From time to time there has been mention, particularly with the Olympics, of cyber terrorism, the risk of that and the potential chaos that it could cause. The whole business of WikiLeaks in the last few days has raised the spectre of hackers. How far do you believe you are sufficiently prepared to deal with this?
