    Mr Mayor, I do not like to kick a man when he is down, but I am always willing to make an exception in the case of the Liberal Democrats. You have mentioned Nick de Bois’ attempts to introduce mandatory prison sentences for second offences of possession of a knife. Do you recall that it was in fact the Liberal Democrats who opposed that amendment?

    I would like to ask a question about the Metropolitan Police Service’s capacity to tackle female genital mutilation (FGM) now that Department of Health statistics show that London accounts for over half of all FGM cases in England, and I wanted to ask the Commissioner, given we heard last month that ten out of 12 FGM cases put forward by the MPS to the CPS have fallen, are you concerned at the ability we have to prosecute the cases and what lessons have you taken from this for the future?

I am concerned that people’s anecdotal examples should be taken quite seriously because this is what people are telling us on the doorstep, what Caroline is picking up, what Joanne is picking up, what everybody who has spoken about the anecdotes is picking up on the doorstep.     It was widely said by your political opponents that in times of cuts and recession crime was likely to increase in London. We have heard from you and we have heard from the Commissioner, very encouragingly, that crime figures are improving, crime rates are going down. Can you assure me, and indeed London, that crime truly is decreasing, or is it related to the fact that crime is being screened out?
