The Commissioner, in the TfL Board report of 25 July [2018] stated, “Crossrail remains on course to open as planned in December”. I want to ask about the experience of the passengers who are waiting to use this line but before I get on to those questions I want to pick up on something that Sir Terry said at the very beginning. You said, “We mitigated one risk and others materialised”. I wonder if you could expand on that a bit more, whether that is what has caused this decision about the delay.

Mr Mayor, you have just been asked about the relationship between yourself and ATOC on matters of the Freedom Pass and the costs. This morning London Councils has flagged up - and you may have seen it in its newsletter - its worries about ATOC asking for extra money to pay for the Freedom Pass. Now, Caroline [Pidgeon] was asking about 24 hours as I understood it but, apparently, ATOC is asking for more money for the Freedom Pass in any case when it is used on the mainline services. Is not the truth here that there is no planning? This has mushroomed completely out of control. Until we started asking questions you and the Mayor did not know the volume of it. We are told that since we started asking questions he in particular has been amazed at the volume of travelling going on.

One final question. Studying your documents there do not seem to be a vast number of trips being planned, for example, to other Commonwealth countries, with which Britain already has very good relations but could be improved. Is there a particular reason why that is the case?

One of the considerations might be that we have had very clear ones to Cuba, Venezuela etc, which do not strike us as being those areas which would be immediately promoting London as such an important international city. Clearly, that is a priority. Why?
