Given the extensive political opposition to a third runway at Heathrow and the inevitable legal and planning challenges that will arise it is almost certain expansion is unlikely to happen in the foreseeable future at Heathrow. In light of these realities do you believe sufficient attention has been given to improving surface transport to ensure that the significant spare air capacity at existing airports in the south east is fully utilised.

I would like initially to thank you, Commissioner, for ensuring that the borough commanders in my part of London were able to, by having a show of strength, prevent any trouble in any of the boroughs which I represent, and I thank him for that. The question I would like to ask is probably one for Kit. Is not the truth here that there is no planning? This has mushroomed completely out of control. Until we started asking questions you and the Mayor did not know the volume of it. We are told that since we started asking questions he in particular has been amazed at the volume of travelling going on.

One final question. Studying your documents there do not seem to be a vast number of trips being planned, for example, to other Commonwealth countries, with which Britain already has very good relations but could be improved. Is there a particular reason why that is the case?

One of the considerations might be that we have had very clear ones to Cuba, Venezuela etc, which do not strike us as being those areas which would be immediately promoting London as such an important international city. Clearly, that is a priority. Why?
