    This is an incredibly difficult area because in fact you do not want to stop whistle-blowers. You do not want to stop the police officers who are reporting on illegal activities within the Metropolitan Police Service. You want them to come forward. At the same time, you do not want false allegations leaked. In the past, the Metropolitan Police Service has had incidents where that has happened and officers do not seem to have been published.     I want to ask you some questions about undercover officers, Mr Mackey. I have been asking the Commissioner questions now since June and I finally got a letter on 23 October 2012 marked Confidential and Private. There was absolutely nothing private in there and absolutely nothing confidential. Basically, it was saying it could not answer certain questions of mine because of difficulties in exposing various practices and so on.     Thank you. You have just been talking about supervision, and of course supervision of undercover officers has been a problematic area. Her Majesty's Inspectorate of Constabulary (HMIC) did put a report together and made some recommendations. Have those been taken up by the Met?
