    Siân Berry AM: I want to ask David Bellamy a follow-up on a written question that I put to the Mayor in May when I asked about emergency decision-making during the crisis. Last time you were here, last September, we had a conversation about the 0.2 parking spaces per residential unit and I raised the issue that there are two different ways of measuring access to transport.
