In your Housing Strategy you outline that you "would like to see new arrangements for prudential borrowing for new housing so that it is not counted as Government debt, which would distinguish it from more mainstream public borrowing, along the lines that apply in much of the rest of Europe". What progress have you made in lobbying the government to implement this change?

I would like initially to thank you, Commissioner, for ensuring that the borough commanders in my part of London were able to, by having a show of strength, prevent any trouble in any of the boroughs which I represent, and I thank him for that. The question I would like to ask is probably one for Kit. One of the few positive things which has come out of this has been the demonstration that it is possible to cut through the red tape which there habitually is in bringing people to justice. Is all the alternative supply through the mains, or are you looking at making mobile supplies available or bottled water available?

I was just looking back at Mr Wechsler's answer to the question on water supplies. He talks about a utilities sub-committee for London that was looking at dealing with this problem. Does that committee include representation from suppliers other than Thames Water, because certainly those of us in outer London often have our supplies from other organisations? I live in Romford. I get my supply from Anglian Water.

If we were to, for whatever reason, lose a large amount of Thames Water supply, would they be called on to fill that gap, and would they have the capacity to be able to do that?
