James Cleverly (AM): Thank you, Chair. I had hoped to subtly remind you that my understanding is that Members were here to ask questions of the Mayor and receive answers from the Mayor. Unfortunately, there have been a number of occasions where Labour Members have finished their line of questioning with a statement and you have curtailed the Mayor's attempts to answer the implied questions in those statements. If we are envisaging a change of standing orders where Members are allowed to make parting shots or closing statements, whatever you want to call them, perhaps you could inform the Assembly...

I would like initially to thank you, Commissioner, for ensuring that the borough commanders in my part of London were able to, by having a show of strength, prevent any trouble in any of the boroughs which I represent, and I thank him for that. Clearly, it is welcome to have a focus on outer London and my colleagues from Sutton and North Cheam are quick off the mark and have already, as it were, put in for some money even though you have not actually told people what the criteria is. But I, too, am concerned about your funding mechanism. It is one thing to take the money off taxpayers and to grant it to outer London boroughs. What proportion of new homes envisaged for the London Thames Gateway will not be deliverable without major enhancement of flood management schemes? When can we expect to see agreement and commencement of a programme of major enhancement of flood management in the London Thames Gateway? .

I am sure we will all feel completely safe in the hands of developers here in London, especially putting in an environmental project that they probably do not have very much sympathy for in the first place. I just think it is incredibly premature to start planning homes, houses or buildings before we have actually had any sort of flood management assessment. I think it is expected in 2008 or 2009, the interim results are going to be in May this year, apparently, but plans are already in hand. How can you possibly do that?
