Caroline Pidgeon MBE AM: I have a specific question for Mr McGrath. Very briefly, Harvey, employment is a key for a stronger economy and you talked very much about this document and yet it does not mention anywhere the challenge of parental employment. Given that around 10% fewer women who are parents in London are in employment compared to the rest of the UK, have you done any work on this issue and perhaps the childcare challenges that the capital faces?

Thank you. Could I deal perhaps with just two of the issues? First, I would like to talk about access via front counters. I think you rather glossed over this and, although you said they were not fit for purpose your suggestion, your suggestion was that the reason they were not fit for purpose was because they did not have enough people if you like serving behind the counters. The Police and Justice Bill - or Act as it very nearly is - will require every local authority to set up a Community Safety Scrutiny Committee which again will add to the complexities of the local arrangements we are discussing. How do you envisage that fitting in with the arrangements? How will it relate to the police consultative groups for instance?

Do you agree that it is inappropriate for the MPS to classify some homicide cases as `A+' on the basis of expected media attention thus attracting a more resources (money and staff) towards the investigation? How are you addressing the inconsistencies in the way Safer Neighbourhood Panels are operating across boroughs and London?
