    Joanne McCartney AM: Thank you. My question is for the Commissioner, and I am going to raise the issue of the Piccadilly line signalling upgrade. It is good to hear that you have better relations with Government than previously. We do know that the new trains will increase capacity on the line by 23 percent, but if it were to be given the go-ahead, the signalling would increase capacity by 64 percent. Can I ask you about the state of those negotiations and are you hopeful that we will get that capital funding?

I just want to know how the negotiations with Government are going - and I have asked you before - about the Piccadilly line signalling and track, which is getting increasingly old and unreliable, as you told us at our last Transport Committee meeting.     The North London Strategic Alliance has suggested in its response to the Mayor's Economic Development Strategy earlier this year that the Boroughs of Enfield, Haringey & Waltham Forest would 'welcome a full discussion on its inclusion as a Green Enterprise District.' Has/will the LDA engage with these Boroughs to take this proposal further?

    I have two points I want to raise. One is on the back of what Andrew and other colleagues have raised and I agree with the confusion that there is out there with the LEPs. If I take my own area, the growth corridor of the Upper Lea Valley and Stansted, lots of work is being done on the LEP; lots of hours are being put into it to make the bid.
