    a number of cities around the world have adopted zero waste targets, as have had two local authorities in the UK now. Is this not something that the Mayor should also be looking at adopting as well?

    Can I take it from what Victor said that he endorses the view that it's prudent to have a moratorium upon new incinerator development until such time as scientific evidence can clearly show there are not risks.
