    This site is of course in the heart of my constituency, and so I have a parochial interest in it. But what concerns me in Jenny's (Jones) question are two things. The first is that she is so uncompromising and in reality you need to achieve a balance; and the second is that she is ignoring the scale of development here.     Returning to the question, it seems to me that there are actually two questions within this. One is about the precept and the budget, and the other one is about whether extending the Congestion Charge should be a priority. Taking the first, we are going to have a lengthy budget debate in the next month or so, and we do not need to go through that in detail now.     The second part then, about the priority of this scheme. Labour Members are probably more agnostic than you are as the Mayor on this issue, but we want to see how the consultation develops.     I put to you a question which worries me a little bit. Suppose I am a wealthy foreign tourist and I get into my hotel in Central London and want to attend an event at Stratford. I get on the Tube and it is a train which was built 15 years ago. It is fairly crummy, has graffiti on the windows, and the station has an overcrowding problem so I had to wait at the barriers.     I have a theory that part of what we are doing in these discussions is reaping a harvest, because we have spent the last 10 or so years attacking the transport system in London, using it as a political football. If we can get it to work properly it is actually a very good system, and I take nods of agreement as confirmation of that. So, unequivocally, we do not need any new lines in London. We need to get the ones we have at present to work properly. Is that the case?

    Recent comments indicate that you are considering implementing Labour's policy of free transport for under 18 year olds. Can you indicate the state of TfLs examination into the likely costs and operations of this scheme, for both the compromise half price scheme and Labour's fully free proposal and the relationship to revenue raising initiatives.

    The TfL Statement of Accounts lists the highest employees remuneration as being in the range £520,000-£529,999. How can you justify this? .
