    Well, these are questions that arise from issues and it is really for both of you. I am very concerned, and I have raised the question with the Mayor on a couple of occasions, about the increasing percentage of matters that do not go to trial. Your officers spend a great deal of time, a great deal of expense, catching criminals, banging them up, getting them charged, and then the matter does not go to trial.     Will our two witnesses accept that London owes them personally a deep debt of gratitude for the leadership they showed in August; Mr Malthouse in filling the vacuum of political leadership, and you, Mr Godwin, in providing leadership? Can I also pay tribute to the Deputy Assistant Commissioner, Stephen Kavanagh, who played a leading role and was excellent on the media, and to my own Borough Commander in Barnet, Chief Superintendant Basu, who played a blinder, which meant we had no trouble in Barnet.
