    Two short points, if I might, on that. Are you saying then, Neale, can I be clear, that the developments which are currently proposed are not dependent, for example, therefore, on the extension of the Docklands Light Railway (DLR) down to Rainham?

    My apologies for not having been in at the beginning of the conversation, Neale; I was actually in the Thames Gateway meeting some residents in Bexley earlier on. I just wanted to take up one of the points that was raised and that is this: the clear view of all the partners, both in London Thames Gateway and in Essex and in Kent, is that you will only be able to deliver sustainable communities in the Gateway if the infrastructure is put in before the housing.     Actually I want to come in on exactly this point but before I do, can I say, since there has been some hostile questioning, if I can put it that way, from other parts of the Chamber, that in relation to the additional powers to the Mayor we, from our side, have supported this.     OK. So the two things they are asking for are, firstly that there should be specific reference, so that point we are clear on. The second thing they are saying is that the Mayor should remove the target for 25% re-lets by 2012 from his draft Housing Strategy. As I understand it, their concern is that if they do not, as it were, get enough for their people they will not have the incentive to bring forward schemes and so forth.     London has the highest rates of respiratory disease and TB in the UK. There are 237,100 unfit dweliings on London that require major works. (29,630 are borough properties, 8,450 are Housing Association properties and 197,830 are privately owned). How does the GLA intend to work with property owners to bring all dwellings up to a fit standard ? Will GLA ensure all those properties in local authority ownership at least, are brought up to standard by the Governments target date ? .
