In a recent New York Times article it was pointed out that communities are becoming more racially segregated. One of your fellow Mayoral Advisers has called for racially segregated schools. How can the London Plan contribute to developing London as a truly multi-cultural, multi-racial city rather than a patchwork quilt of ethnic enclaves? .

If I can explain my prejudice in terms of this. First of all the Georgian density, are people talking about density in Georgian times with all those servants crammed into the cellars or are they talking about Georgian density now? But my real prejudice is that the real high densities I have seen are system-built, architect-designed estates, where certain categories of people were ghettoised, and are still ghettoised, in buildings, which when people have got a choice, they get out of as rapidly as possible. My interest is that that has brought about a clarity which I certainly did not have and I know a number of other people did not have. But can I just ask you in two parts, can you do all that over a year, given that you have just said you started in May? Because I understand your contract is for a year. Lord Rogers, I thought I was just getting some sense about what I have been hearing and then I have got lost again so let me just seek to clarify. Are you saying that once you have made a decision about these two sites, are you saying that that work will then be fed into the work of the spatial development plan?
