    How do you reconcile the recently introduced discount for monthly and annual congestion charges with your view that TfL is unlikely to offer a discount for the purchase of set number of days' congestion charge which drivers who live in the Congestion Charge zone could then 'use up' at their own convenience? Do we not want to encourage such forethought - or are you happier to collect the fines when honest motorists forget to pay the charge?
