    Thank you. Could I deal perhaps with just two of the issues? First, I would like to talk about access via front counters. I think you rather glossed over this and, although you said they were not fit for purpose your suggestion, your suggestion was that the reason they were not fit for purpose was because they did not have enough people if you like serving behind the counters.     The Police and Justice Bill - or Act as it very nearly is - will require every local authority to set up a Community Safety Scrutiny Committee which again will add to the complexities of the local arrangements we are discussing. How do you envisage that fitting in with the arrangements? How will it relate to the police consultative groups for instance?
