    Thank you, Chair, and in some ways Richard's (Barnes) question has stolen my thunder, and the exchanges just now, but I just want to really relay as well that I think, actually, an important factor in countering the terrorist threat to London is community relations, and that we will always have to be on top of that, whatever the state of the actual threat itself. I do welcome the fact that we have moved away from Sir John Stevens's (former MPS Commissioner) suggestion that it is almost inevitable, to suggesting that attempts are inevitable, but not necessarily successful ones.     Chair, I think we should congratulate the police on the success that they have had in detection and prevention so far, and I think you mentioned a couple of the cases, and obviously prevention always happens; success is quiet in this context, and failure is very, very, very loud and public. Are you satisfied with both the current legislative context in which you have to work to do this prevention and detection, and what is your view of the Government's proposed control orders?

    ): I recall two or three years ago, David Veness (former Assistant Commissioner, Specialist Operations, MPS) saying that his biggest problem was the management of complacency, and both of you this morning have referred to that. In that context, how do we know, and how can we convince people, whether the lack of a terrorist incident is due to the success of the anti-terrorist measures or whether the threat is actually being exaggerated, perhaps in the competition for scarce resources?
