Safety campaigners claim that thousands of immigrants and asylum seekers legally allowed to drive on our roads would be incapable of passing a British driving test, and that in many countries - including those in the EU - corruption means that valid driving licences can be bought without passing any test. From next year two new countries, Bulgaria and Roumania, join the EU and these are alleged to be among the most corrupt in this regard.
