    Chair, I am not sure if this one of the reversals that I mentioned earlier on but I am not a member of the MPA so I will go with this question. Can you give us an assurance that the MPA will not sacrifice long-term key policy developments under short-term decisions taken by the MPS in their budget making, as in civilianisation of the police force which is quite key in terms of freeing up resources, and any others that may come into being or have already been taken?

    I think last year, was it last year, when Sir John Stevens came before the Budget Committee, by his own admission he indicated that he had inherited, I think he used the word a "mess". When do you expect those inherited issues to have been tidied up so that you can concentrate on the real financial issues that you have just outlined earlier on.
