    We have a later motion about this question of the nationalisation of the national functions, so we will perhaps return to that. However, certainly one of the attractions of going down that route is to get the clarity and funding so that people can see what is going on. If the Government is not being clear and is expecting Londoners to pay for national responsibilities, then that is one of the reasons we are looking at that, certainly from my side.     It is entertaining how the Labour side has attacked us and indeed the Tories today on things such as what Simon Hughes is saying and so forth, all because they do not actually know who their own candidate is and where they are going in terms of the Mayoral elections. When they get themselves sorted out they might have something more intelligent to say. Toby claims to be making the case for London, but the evidence suggests otherwise.     Going back to the increased need for funding and the question of who pays if services are expanded. I think we have noticed here at the Assembly that if we put something in our budget like resilience the Government then does not fund it; the same with the income from Congestion Charging and local grants. Of course, now London funds many of the extra police officers and the Government has rewarded us with a £56 million deduction in our grant.
