    As around 78% of greenhouse gas in London is produced from buildings, please read the report ‘Retrofit First, Not Retrofit Only’ by the Westminster Property Association and the City Property Association to assist with ensuring that our buildings are decarbonised. A key concern is that of rental properties both domestic and commercial. Tenants do not have the ability to implement green fittings to contribute to energy efficiency and decarbonisation. How will you address this?

    I am concerned that given the cost of a heat pump alone would exceed the grant payment in the Warmer Homes Programme, how do you expect Londoners who are on low incomes to be able to afford to contribute to the rest of the costs of retrofitting of this kind? Do you have a supply chain link that offers this equipment at a lower price?

    You have approved the expenditure of up to £716,000 for marketing the Warmer Homes Programme. Given the current cost of living crisis, do you not think that this funding could be better used to provide direct financial support to families who need it the most? Couldn't TfL provide the required advertising at cost?
