    I am going to move on to a few questions about community safety funding, if I may, and I wanted to ask the Deputy Mayor for Policing and Crime. Obviously we have seen some of the criteria that have come through in the letter that has been sent out from you and London Councils to councils. The first question was how MOPAC selected the criteria under which the decisions on allocating community safety funding were selected and what consultation if any you made in determining the criteria with relevant stakeholders who were applying for funding.

    Commissioner, if I was a serving officer, I would be really worried about the future of my service. Certainly, from a survey that was done in November, there is that low morale in the service and in the Metropolitan Police Service. On 21 November, you told a BBC Radio 5 live interviewer that indeed there was low morale in the service. Can you share with us what you are doing about that?     I just wanted to ask about the drop in rape reporting and wanted to ask the Commissioner when the Metropolitan Police Service will conclude its assessment of the reasons behind the recent drop in reports of rape and whether the findings of the assessment will be shared with the Committee.

    I just wanted to make one comment on the consultation programme. I am going to agree with Caroline that an hour per borough seems quite short. How are you going to demonstrate that you have listened to people, because obviously the real way that you can demonstrate that consultation is meaningful is by demonstrating that you have taken comments onboard? Are you going to allow room for change if after what is an extensive consultation you find that you do not have the support for the plan that you are obviously hoping to get?

    Deputy, we know that a letter has gone from the Commissioner [Bernard Hogan-Howe] to local authorities with a document attached that sets out proposals about how savings might be made, including looking at management costs, supervision ratios and a number of areas. It also sets out a new model in policing terms and makes reference to a basic command unit which will vary in size and shape. Are you able to just help us with your definition about what a basic command unit is?

    Yes, Chair, thank you for that. I just wanted to clarify, and it is the point that Jenny has made. To so many people, when we talk about deaths in police custody, we include deaths associated with police contact. The public does not get into the sophistication of whether somebody died in the cell, it is if the police are there and they have arrested somebody or they have something to do with it and a death occurs, then that really is what is so alarming to us generally, to us all.     The other part of it we have touched on, London's diverse communities. You gave a reasonable answer to your position on equality and diversity in your confirmation hearing. However, given that one of the key areas of concerns within many of the ethnic minority communities is the relationship with the police, is about their operational activities, what is your thinking so far to date about where your positioning will be?

    I have to start by saying that these were operational concerns that we had regarding the recent allegations made against the Metropolitan Police Service and the management performance of the Sapphire Unit. I will then have to start off by asking the Deputy Mayor does he feel that he is in a position to answer questions about the operation or functionality of the Metropolitan Police Service Sapphire Unit. If he is not, then basically I will have to pass on my question.
