    Commissioner, if I was a serving officer, I would be really worried about the future of my service. Certainly, from a survey that was done in November, there is that low morale in the service and in the Metropolitan Police Service.     Well, these are questions that arise from issues and it is really for both of you. I am very concerned, and I have raised the question with the Mayor on a couple of occasions, about the increasing percentage of matters that do not go to trial. Your officers spend a great deal of time, a great deal of expense, catching criminals, banging them up, getting them charged, and then the matter does not go to trial. This has really come as a bit of a bombshell because much of the consultation and the discussion which has taken place up until now has been predicated on the proposal that there is going to be increasing co-operation between boroughs and that there may well be a change in the rank of the person who is in charge in a particular borough.     We accept the view, which has been expressed by the Mayor, which we directly elected members, we take the view that the most important thing for our boroughs is that there is a designated chief officer of whatever rank who is going to be responsible for the borough.     Deputy, we know that a letter has gone from the Commissioner [Bernard Hogan-Howe] to local authorities with a document attached that sets out proposals about how savings might be made, including looking at management costs, supervision ratios and a number of areas. It also sets out a new model in policing terms and makes reference to a basic command unit which will vary in size and shape. To so many people, when we talk about deaths in police custody, we include deaths associated with police contact. The public does not get into the sophistication of whether somebody died in the cell, it is if the police are there and they have arrested somebody or they have something to do with it and a death occurs, then that really is what is so alarming to us generally, to us all.
