    In 1999, more people were diagnosed HIV+ than in any year since 1985. During the same period, the funding and resourcing of support centres was drastically cut by both Government, Health Authorities and local authorities, leading to the closure of many established centres across London. The government also failed to promote any nation-wide preventive campaign. The funding that was available was not confirmed or distributed until October of 1999, 6 months late, causing deep anxiety and financial pressure in voluntary organisations.
