    In the Draft Transport Strategy the Mayor indicated the possibility of targeting fare initiatives to promote social inclusion for less well off groups. Given that students 18 and over must pay full fares, this must limit their access to London, and may be a disincentive to remain in education. Would the Mayor therefore consider a targeted fare initiative for students?
