    In 1999, more people were diagnosed HIV+ than in any year since 1985. During the same period, the funding and resourcing of support centres was drastically cut by both Government, Health Authorities and local authorities, leading to the closure of many established centres across London. The government also failed to promote any nation-wide preventive campaign. It is noted that the Home Secretary, through the Crime Reduction Fund, is providing up to £38 million to recruit and train 800 of these additional officers.
