    Given that the TfL Finance Committee papers from 13th July 2004 state that Tube revenue losses for 2003/04 are £15 million greater than estimated (£40 million up from £25 million) and that this dilution in yield can be attributed to passengers switching from single tickets as well as modal shift to buses, how does the Mayor anticipate that the Tube, and therefore TfL, will recover the shortfall in its income?

    Even if it can be proven that a charge has been paid but for some reason it has been lodged against the wrong vehicle in a fleet scheme and it can be shown that that vehicle did not enter the zone, is it right that a company should be fined when another of its vehicles enters the zone? Is there no way of transferring the charge between vehicles within fleet schemes so long as the number of vehicles which enter the zone during one day equals the number of charges which have been paid for that day?
