  • Congestion Charge Immunity for Diplomatic Missions

    • Reference: 2005/2403
    • Question by: Andrew Pelling
    • Meeting date: 14 December 2005
What is the legal position as regards the liability of staff of diplomatic missions in London to pay the Congestion Charge, in light of the long established principle that embassies, diplomats and their property are immune from taxes? They do of course pay tax on the purchase of goods and services however. Could the Mayor expand on whether he considers the congestion charge to be a tax or a charge for a service?

  • A232 Junction - Monks Orchard, Bridle Road

    • Reference: 2005/2444
    • Question by: Andrew Pelling
    • Meeting date: 14 December 2005
The Monks Orchard, Bridle Road, A232 junction is too small at present to enable large vehicles such as buses and lorries to turn right easily from Bridle Road onto the A232 in the direction of West Wickham. One large vehicle can end up blocking this junction completely. Frustrated drivers have been known to 'jump the lights'. At the same time there is a continuing problem with vehicles coming out of the service road next to this junction and turning right to go back towards West Wickham despite a road sign prohibiting such a manoeuvre. When might we see an improvement...

  • Bus 367 (replacement for 494), Shirley Oaks

    • Reference: 2005/2161
    • Question by: Andrew Pelling
    • Meeting date: 16 November 2005
Since the 494 bus was replaced by bus 367, constituents of mine have complained of the atrocious service experienced, in terms of reliability and comfort. The bus stop concerned is just before Poppy Lane and the 367 bus has arrived there late on several occasions and has also been very crowded. Furthermore my constituents have complained that the 367 bus does not stop sometimes on their return journey, at East Croydon station and also the Cherry Orchard Road stop. The length of the 367's new journey, since replacing bus 494 has also not been well received. Will the Mayor undertake...
  • Increase of Congestion Charge

    • Reference: 2005/2174
    • Question by: Andrew Pelling
    • Meeting date: 16 November 2005
In the TfL Congestion Charge analysis for 2004-05 provided to the Budget Monitoring Sub-Committee in July, income was up £13m & expenditure on operations £15m down, increasing the surplus by £28m. Why did TfL need to increase the Congestion Charge to £8 on the basis of providing more income for public transport growth considering that the Congestion Charge seems to be doing very well in this respect anyway?
