    What is the legal position as regards the liability of staff of diplomatic missions in London to pay the Congestion Charge, in light of the long established principle that embassies, diplomats and their property are immune from taxes? They do of course pay tax on the purchase of goods and services however. Could the Mayor expand on whether he considers the congestion charge to be a tax or a charge for a service?
