    What is your reply to any Borough who may be considering stalling planned investments in solid waste management and recycling in their Borough because they believe that the SWA will take the responsibility off their capital programmes shortly?     A constituent has complained to me about the P13 and 201 buses. She regularly tries to use these buses, alighting at the West Dulwich stop travelling towards Streatham, at about 3.45/4pm Monday - Friday. Her average wait, with a small child, is 30 minutes. Often it is longer and on occasion, after a 30 - 40 minute wait, they are unable to get on the bus because it's full.     I can see from your initial comments on the Clapham Park regeneration outline planning application that you and your planning advisers are very positive about the planning and design of the proposed redevelopment of the estate. However I am confused as to why - against the advice of Tell, Lambeth Council are apparently insisting on fundamental redesigning at this late stage to impose a two wide straight roads through the estate, creating a large cross roads in the middle? Do you agree that this is very old style planning thinking, which will cause car traffic problems, a danger of speeding...

    Do you think that the existence of Permitted Development Regulations which have allowed Southern Railways to build a large industrial scale development overlooking the houses on Sternhold Avenue without any planning application process or environmental impact assessment, are consistent with the Mayors ability to enforce the London Plan? Should these regulations, which are abused by Southern Railways, be removed, forcing large-scale developments to apply through the normal planning application process?

    In your submission to the government on planning powers you suggested that: "The Mayor should have the power to call in applications for his decision (enabling him to grant planning permission as well as directing refusal), in those cases which meet the criteria for his involvement". However, in the consultation document it states under your proposals: "encourage a rethink of Government's role in the planning of London (but the Mayor does not propose that Ministers' current powers of call-in and direction should be removed)." Can you please clarify your position on this, do you wish to have call in powers?
