    The Royal Borough of Kingston upon Thames UDP indicates that this site (Bridge at Tolworth) is not suitable for retail purposes. In the light of this, what encouragement, if any, have you given to the proposal that this land should be developed for a Tesco supermarket and a substantial housing development?
