    The Kingston Guardian in an article dated 3rd November 2009 reported that a police vehicle and two officers were out of action for almost two hours due to a flat tyre. It also reported that the officers were forbidden from changing the tyre themselves due to police procedures. Is it correct that police procedure prevents officers from changing a flat tyre?
