It was reported in the Financial Times on 28th November that construction companies like Carillion, Sir Robert McAlpine and Balfour Beatty were using the services of an organisation called The Consulting Association (TCA), run by an Ian Kerr, to vet workers in construction. The FT report says, Mr Kerr "told MPs that Sir Robert McAlpine and Balfour Beatty had both used the vetting services for contracts they had for work on Olympic projects.
