Am I right in thinking that there has been no change in police operations in firearms and that we do not have a ‘shoot-to-kill policy’; we have what is called a ‘shoot-to-stop’ policy? Is it actually practical to talk about ward-level calculations? The fact is, surely, that government, particularly local government, has been changing very considerably over recent years. That is accepted.
