    The Contract Notice for the TfL property partnerships scheme (TfL 578096) defines the contracting authority as TfL and "the Greater London Authority (GLA) and each 'functional body' (as defined by the section 424 of the GLA Act 1999) and any of the GLA's and its functional bodies' subsidiaries and future subsidiaries. This also includes any future functional body of the GLA and such body's subsidiaries." Can you confirm that the GLA itself is in fact a contracting authority under the TfL Property Partnerships scheme?
