    I am very interested in what you have said, Ken, but I should like to follow up Tony's slightly bizarre line of questioning by asking something practical. I do not think we can afford to be selectively multicultural in London. As I understand it, the plan is to put a substantial amount of money into celebrating St Patrick's Day. Will we be doing the same, for example, for the Chinese New Year - not just giving them Trafalgar Square but helping them in funding as we are doing in other areas?

    It is related to what you have just been saying, because I am puzzled by this debate about St George's Day. The quote which appeared in the cuttings did not sound exactly like you - it was a little too direct, somehow. Can you clarify this issue on St George's, and also on the Union Flag, specifically in relation to City Hall? I assume we are going to have a flagpole there.     You referred to it in passing Toby, but I wonder if you could say a little bit more about the current situation and the practice of referring failed asylum seekers to the nearest police station, about the costs of that, or disadvantages of that, to the MPS.

    It seems to me that the more that we can separate the asylum process from, as it were, the criminal process, the better both for the police and also for asylum seekers. I wonder if you could say a little bit more about what you think or what you are likely to want to say to the Home Secretary in discussion on these questions when you talk to him about it. What would be the process of moving towards a single, dedicated detention centre? How would that actually happen?

    Everything you have said is very welcome. Could I raise one or two practical matters? First, would you take the initiative in urging the LDA to get together with the business organisations, particularly London First or whatever it is now called? The impact stretches beyond the tourist organisations which are members of the LTB. Secondly, there is still a lot of confusion about the tourist offer for London and what the brand is.
