As a local example of how the ULEZ expansion could potentially create a new challenge for London, we see the [London] Borough of Richmond [upon Thames]. Papers from TfL show that the consortium contracted to build and run Silvertown expect to begin actual tunnelling operations in January 2022, so this date basically represents the last moment to stop major works since you cannot actually back these machines back out of the tunnels once you have started to do tunnel works behind them. In anticipation of a motion we will be discussing later today, the Terrence Higgins Trust has recommended that we use some TfL advertisement to promote testing for HIV. Especially this recommendation comes in light of the fact London continues to have the highest rates of HIV in the country, in particular the boroughs of Southwark, Lambeth and Lewisham, which have the highest.
